EGB, Avrupa’daki emekçi insanların olası bir Irak savaşı hakkındaki derin kaygılarını dile getirirken, yıkıcı bir silahlı çatışmayı engellemek ve Irak’ı, uzun bir süreden beridir uygulamayı reddettiği Birleşmiş Milletler kararlarına uygun bir şekilde davranmasını sağlamak için bütün politik ve diplomatik araçların kullanılması gerektiğine olan inancını vurgulamaktadır.

ABD’nin tek taraflı veya Büyük Britanya ile birlikte ikili bir kararla savaşa girmesi ve önleyici saldırıda bulunması Uluslararası Hukuk’a aykırıdır. Kararlarının nasıl uygulanacağını sağlama otoritesi sadece Birleşmiş Milletlere aittir. Irak, BM-İnspeksiyonlarının engellenmeden uygulanmasını ve bölge ve bütün dünya için bir tehdit anlamına gelen kitle imha silahlarının yok edilmesini kabullenmek zorundadır.

EGB aynı şekilde İsril ve Filistin’deki, sivil halk arasında kabullenilmez derecede insan yaşamına mal olan şiddetin tırmanışında kaygı duymakta ve şoke olmaktadır. Birleşmiş Milletler burada da kararlarının uygulamaya sokulması ve sürekli bir barışı sağlayacak inandırıcı bir siyasi sürecin tekrar başlayabilmesi için sorumluluk taşımaktadır.

Filistin bölgelerindeki İsrail işgali sona erdirilmeli ve – Arap dünyası tarafından tanınan ve terörden korunan bir İsrail devletinin yanında bağımsız bir Filistin Devleti oluşturulmalıdır. Irak ve İsrail – Filistin ithilafları konusunda Avrupa Birliği tek bir dille konuşmak, Birleşmiş Milletler’İn rolünü güçlendirmek, mağdur durumdaki uluslara yönelik insanî yardımlarını artırmak, demokratik reformları desteklemek ve Avrupa için son derece önem taşıyan bölgedeki ekonomik ve sosyal gelişmeye katkıda bulunmak zorundadır.

Indem wir die tiefe Sorge der arbeitenden Menschen in Europa über einen möglichen Krieg im Irak zum Ausdruck bringen, bekräftigt der EGB seine Überzeugung, dass alle politischen und diplomatischen Mittel angewandt werden müssen, um einen verheerenden bewaffneten Konflikt zu verhindern und den Irak dazu zu bringen, in voller Übereinstimmung mit den Resolutionen der Vereinten Nationen zu verhalten, welche der Irak lange Zeit zu erfüllen sich geweigert hat.

Eine einseitige Entscheidung der USA oder eine bilaterale Entscheidung mit Großbritannien für den Krieg und für einen Präventivschlag wäre eine Verletzung des Völkerrechts. Nur die Vereinten Nationen haben die Autorität darüber zu entscheiden, wie die Durchsetzung ihrer Resolutionen sicherzustellen ist. Irak muss ungehinderte UN-Inspektionen zulassen und die Vernichtung von den Massenvernichtungswaffen akzeptieren, die eine Bedrohung für die Region und die ganze Welt darstellen.

Der EGB ist gleichermaßen besorgt und wahrhaftig schockiert über die Eskalation der Gewalt in Israel und Palästina, die den nicht akzeptablen Verlust menschlichen Lebens unter der Zivilbevölkerung verursacht. Auch hier tragen die Vereinten Nationen die Verantwortung für die Durchsetzung ihrer Resolutionen und für die dringende Wiederbelebung eines glaubhaften politischen Prozesses, der zu einer dauerhaften Friedenslösung führt.

Die israelische Besetzung der Palästinensergebiete muss beendet und ein unabhängiger Palästinenserstaat errichtet werden - an der Seite des Staates Israel, der von der arabischen Welt anerkannt werden und von Terror frei sein muss. v Über Irak und über den israelisch-palästinensischen Konflikt muss die Europäische Union zugunsten friedlicher Lösungen mit einer Stimme sprechen, die Rolle der Vereinten Nationen stärken, ihre Beiträge zur humanitären Hilfe für benachteiligte Völker erhöhen, demokratische Reformen unterstützen und bereit sein, einen Beitrag zu leisten zum wirtschaftlichen Wiederaufbau und zur sozialen Entwicklung in einer Region, die für Europa von vitaler Wichtigkeit ist.

Statement by the ETUC Executive Committee Brussels,

Reflecting the deep concerns of the Working people in Europe of a possible War in Iraq, the ETUC reaffirms its conviction that all political and diplomatic means must be applied in view of avoiding a devastating armed conflict and Iraq fully acting in compliance with the United Nations resolutions which they have been refusing to abide by for so long.

A unilateral decision by the US or a bi-lateral one with the UK to go to war and to act by a preventive strike would be a violation of International Law. Only the United Nations have the authority to decide how to ensure the implementation of their resolutions. Iraq must allow unfettered inspection by the United Nations and accept to do away with the arms of mass destruction which constitute a threat for the region and for the world at large.

The ETUC is equally concerned and indeed shocked by the escalation of violence in Israel and Palestine causing the unacceptable human loss of life among the civil populations. The United Nations have also the responsibility here, to see their resolutions implemented and to urgently reactivate a credible political process leading to a lasting peaceful solution.

Israel's occupation of the Palestinian territories must be ended and a Palestinian independant State established along side a State of Israel, recognised by the Arab World and free of terror.

On Iraq, as well as the Israeli-Palestinian conflict, the European Union must speak with one voice in favour of peaceful solutions, uphold the role of the United Nations, increase its contributions in humanitarian aid to deprived populations, support democratic reforms and stand ready to contribute to the economic reconstruction and social development of a region of vital importance for Europe.
